Paying Tribute to a Founding Leader: IBSUniversity Honors Sir Julius Chan

It is with great sadness and respect that IBSUniversity remembers Sir Julius Chan, a true founding leader of Papua New Guinea and one of the most important figures in the country’s history. Sir Julius Chan passed away peacefully on January 30th, 2025. He leaves behind a lasting legacy on the country’s politics and economy that lasted for more than fifty years.

Sir Julius Chan’s political career started in 1968 when he was first elected to the House of Assembly to represent the Namatanai district in New Ireland Province. A forward-thinking leader, he co-founded the People’s Progress Party (PPP) in 1970. Throughout his long career, he held many important ministerial roles, including the country’s first Minister of Finance. His work in building Papua New Guinea’s economy after independence is one of his most enduring contributions. Sir Julius’s leadership helped steer PNG through its early years, creating a stable economic foundation for future generations.

During his time as Prime Minister, first in the early 1980s and again in the mid-1990s, Sir Julius worked tirelessly to maintain national unity and promote economic growth, even in the face of tough challenges like the Bougainville conflict. His bold choice to work with Sandline International during the Sandline Affair showed his determination to protect Papua New Guinea’s stability and independence.

Sir Julius served as the Governor of New Ireland Province from 2007 until his passing. He worked hard to make sure regional development was a top priority and that the people of New Ireland received the support they needed. His dedication to his province, his people, and his country remained strong throughout.

IBSUniversity was deeply honored to welcome Sir Julius Chan to our campus on April 20th, 2023. During his visit, he shared his knowledge and experience with our students. It was a special day for our university, as Sir Julius took the time to teach us important lessons on leadership, building a nation, and serving others. His words left a lasting impression on everyone who had the chance to hear him. We are thankful for the opportunity to learn from such an amazing person.

As we remember the life and contributions of Sir Julius Chan, we send our heartfelt sympathy to his family, friends, and the people of New Ireland Province. His passing signals the end of an important political era in Papua New Guinea’s history, but his vision, determination, and service will continue to inspire future generations.

Thank you, Sir Julius, for your immense support to your country, Papua New Guinea. Your legacy will live on in our hearts and minds, and we will always remember you with respect and admiration.
