Human Rights in Focus at IBSUniversity Featuring Senior Human Rights Expert, Dr. Wickramaratne

Port Moresby, 29th July 2024 – IBSUniversity hosted a significant forum today, on “Introduction to Human Rights and Their Enforcement” at the Peter Drucker Library. The keynote address was delivered by Dr. Jayampathy Wickramaratne, an esteemed Attorney-at-law, President’s Counsel from Sri Lanka, and Senior Human Rights Expert.

This forum, organized by Dr. Emmanuel Aquino (Dean of Students) and Durga Prasad Repakula (Assistant HOS of Business & Management), is part of a project funded by the European Union to establish a Human Rights Commission for Papua New Guinea.

Dr. Wickramaratne, who joined the Sri Lankan Bar in 1977 and was appointed President’s Counsel in 2001, has dedicated his career to public law, specializing in constitutional law, human rights, and devolution. His extensive international experience and academic expertise provided valuable insights at the forum.

The forum covered a comprehensive range of topics, beginning with the fundamental question: “What are human rights?” Dr. Wickramaratne emphasized that human rights are essential for all human beings, regardless of nationality, sex, ethnicity, religion, or other status. He noted that, unfortunately, human rights have not always been observed and respected throughout history, citing examples of slavery and feudalism as significant violations.

One of the highlights of the discussion was the acknowledgment that Papua New Guinea is fortunate not to have experienced slavery, a dark chapter in many nations’ histories. Dr. Wickramaratne explained the evolution from slavery and feudalism to the bourgeois revolution, which was crucial in shaping the modern notion of human rights.

The forum also addressed the international recognition of human rights and the importance of enshrining these rights in a constitution to make them fundamental. Dr. Wickramaratne stressed the universality of human rights, clarifying that this concept is not cultural imperialism but rather a recognition of shared human dignity.

Specific articles from the International Covenant on Civil and Political Rights (ICCPR), such as Articles 6, 7, 9, 14, and 15, were discussed. These articles highlighted essential rights and their implications. Dr. Wickramaratne pointed out that while some rights can be restricted in the interest of society, not all rights are subject to such limitations. He emphasized that rights represent the interests of the individual, while restrictions serve the interests of society.

The forum saw a sizeable and engaged crowd, most of whom were students. This turnout demonstrates the growing interest and importance of human rights education among the younger generation.
